ARTICLE I: BUILDINGS
1. IN GENERAL
Sec. 7-1.
Street numbers required of property owners on dwelling or structure.
(a) Dwellings - The
owner of each single family, multi-family or other dwelling at which people
reside shall acquire their house number from the Planning and Zoning
Administrator and shall display, in a conspicuous place on that portion of such
dwelling which faces a public street, the street number of such dwelling in
Arabic numerals at least three inches in height and in colors that contrast with
the color of the dwelling upon which such numbers are placed. Such numbers shall
be displayed regardless of whether the dwelling is vacant or occupied by
tenants.
(b) Business or
commercial buildings - The owner of each business or commercial building,
including warehouses, factories, service stations, motels, hotels, shops,
shopping centers, garages, office buildings, and all other properties in which
commercial or business enterprises are doing business and all government and
scholastic buildings, dorms, residences, classroom buildings and structures
appurtenant thereto, and all church buildings and structures shall acquire their
building number from the Planning and Zoning Administrator and shall display, in
a conspicuous place on that portion of such structure that faces a public
street, the street number of said structure in Arabic numerals at least three
inches in height and in colors that contrast with the color of the structure
upon which such numbers are displayed. Such numbers shall be displayed
regardless of whether such structures are vacant or occupied by tenants.
(c) Specific numbers
- The numbers required to be displayed under the provisions of this article
shall be those numbers that are determined by the Planning and Zoning
Administrator of the City of Chillicothe, Missouri.
(d) Applicability -
The provisions of this article shall be applicable to private and nondedicated
streets situated within developments that require plat approval under Chapter
445 of RSMo.
(e) Minimum distance
- In any instance in which a house or other structure described in this article
is situated a distance of more than 50 feet from the roadway, such street number
shall be displayed in a like manner as provided herein on a sign located less
than 50 feet from said roadway.
(f) Type of numerals
- It is specifically required by the provisions of this article that Arabic
numerals be displayed and that the displaying of script, Roman or other form of
numerical connotation shall not satisfy the requirements of this article.

Sec. 7-2.
Fire limits.
(a) Fire limits are
established as follows: Commercial zones C-2 and C-3 as shown on the official
zoning map shall be designated within the fire limits.
(b) Type of
construction: Building construction within the fire limits will be constructed
from fire proof material meeting the fire grading of use groups table listed in
the BOCA National Building Code.

2. BUILDING CODE
Sec. 7-16. Adoption.
A certain document,
three (3) copies of which are on file in the office of the City Clerk, being
marked and designated as "The BOCA National Building Code, Thirteenth
Edition, 1996" as published by the Building Officials Conference of
America, Inc., is hereby adopted as the building code of the City for the
control of buildings and structures as herein provided; and each and all of the
regulations, provisions, penalties, conditions and terms of the BOCA National
Building Code, are hereby referred to, adopted and made a part hereof, as if
fully set out in this Article, with the additions, insertions, deletions and

Sec. 7-17.
Additions, Insertions and Changes.
That the building
code adopted by the provisions of this Chapter is hereby amended, altered and
changed in the following respects:

3. PROPERTY MAINTENANCE CODE.
Sec. 7-21
Adoption of Property Maintenance Code.
A certain document,
three (3) copies of which are on file in the office of the City Clerk, being
marked and designated as "The BOCA National Property Maintenance Code,
First Edition, 1998" as published by the Building Officials and Code
Administrators International, Inc., is hereby adopted as the building code of
the City for the control of buildings and structures as herein provided; and
each and all of the regulations, provisions, penalties, conditions and terms of
the BOCA National Property Maintenance Code, are hereby referred to, adopted and
made a part hereof, as if fully set out in this Article, with the additions,
insertions, deletions and changes, if any, prescribed in this Article. (Ord. No.

4. DWELLING CODE.
Sec. 7-31. One,
Two-Family Dwelling Code - Adopted.
A. That a certain
document, three (3) copies of which are on file in the office of the City Clerk
of the City of Chillicothe, Missouri being marked and designated as "CABO
One and Two Family Dwelling Code/1995", as published by The Building
Officials and Code Administrators International, Inc., be and is hereby adopted
as the CABO One and Two Family Dwelling Code of the City for the control of
buildings and structures, and each and all of the regulations, provisions,
penalties, conditions and terms as set out in this Code. (Ord. 98-133, 10/12/98)

ARTICLE II. PLUMBING
Sec. 7-38
Adoption.
A certain document,
three (3) copies of which are on file in the office of the City Clerk, being
marked and designated as the "The BOCA National Plumbing Code", 1995
Edition, as published by the Building Officials and Code Administrators
International, Inc., ( including Appendix Chapters A-E) is hereby adopted as the
plumbing code of the City for the control of buildings and structures as herein
provided; and each and all of the regulations, provisions, penalties, conditions
and terms of the BOCA National Plumbing Code, are hereby referred to, adopted
and made a part hereof, as if fully set out in this article, with the additions,
insertions, deletions and changes, if any, prescribed in this article. (Ord.

Section 7-39. Fees
All fees and charges
payable herein shall be set and adjusted, if necessary, by the Chillicothe
Municipal Utilities Board of Public Works. All such fees and charges shall be
subject to inspection and filed for record with the Chillicothe Municipal

ARTICLE III. MECHANICAL CODE
Sec. 7-56
Adoption.
A certain document,
three (3) copies of which are on file in the office of the City Clerk, being
marked and designated as "The BOCA Basic Mechanical Code, 1996",
published by the Building Officials and Code Administrators International, Inc.
for regulating the design, construction, quality of materials, erection,
installation, alteration, repair, location, relocation, replacement, addition
to, use or maintenance of mechanical systems as herein provided; and each and
all of the regulations, provisions, penalties, conditions and terms of said
International Mechanical Code are hereby adopted as the mechanical code of the
City of Chillicothe with the additions, insertions and changes as set forth in

ARTICLE IV. ELECTRICAL CODE
Sec. 7-66. Adopted.
A certain document,
three (3) copies of which are on file in the office of the City Clerk, being
marked and designed as "BOCA National Electrical Code/1996", published
by the National Fire Protection as adopted by reference and incorporated herein;
for the control of electrical wiring, appliances and devices as therein
provided; and each and all of the regulations, provisions, penalties, conditions
and terms of said National Electrical Code, are adopted as the electrical code
of the City of Chillicothe, with the additions, insertions, deletions and

Sec. 7-67
Fees.
All fees and charges
payable herein shall be set and adjusted, if necessary, by the Chillicothe

marked and designated as the "BOCA Basic Fire Prevention Code", Tenth
Edition, 1996, published by the Building Officials & Code Administrators
International, Inc., is hereby incorporated by reference for the control of
buildings, structures and premises as herein provided; and each and all of the
regulations, provisions, penalties, conditions and terms of said BOCA National
Fire Prevention Code, are hereby referred to, adopted as the fire prevention
codes of the City of Chillicothe and made a part hereof as if fully set out in

Sec. 7-82. Amendments.
The fire prevention
code adopted by the provisions of this article is hereby amended, altered and
changed in the following respects:
