A near new slate of officials soon will be filling the seats of the Chillicothe City Council as
Tuesday's general election echoed a similar sentiment heard during the
city's primary election in February - change.
Tuesday's election saw one of only two remaining council members defeated. In the 4th Ward, voters elected Pam Jarding to the position, replacing incumbent Paul Howard. The vote was close, though, with Jading winning by just eight votes
- 160 to 152.
The primary election had seen two incumbents
- 1st Ward Councilman Sid Cornell and Councilman-at-Large Darrel Rinehart
Jr. - defeated. Reed Dupy won over Cornell, and David Moore won over Rinehart.
Dupy was uncontested in the general election, and Moore faced Jeffery Curtis Foli, a former councilman and mayor. Moore soundly defeated Foli with a vote of 960 to 248. Moore secured 79%
of the votes cast for councilman-at-large.
The only other contested city race was that between Wayne D. Cunningham and Woodrow (Fritz) Kline for the post of 2nd Ward Councilman. This seat was open due to Maurice Zion not seeking another term. Cunningham won over Kline, 284 votes to
Kline's 168.
In addition to Dupy, uncontested candidates in the general election were incumbents Mayor Chuck Haney, 3rd Ward Councilman Tom Douglas, City Clerk Rozanne
"Roze" Frampton, and Richard L. Knouse for constable. Also uncontested was Keith B. Patek for the office of city treasurer.
Most of the elected officials and candidates were among those gathered in the lobby of the Livingston County Courthouse Tuesday night to watch the election returns.
The election saw just a 23.6%
voter turnout in the county; and the day marked the last time that municipal elections will include party designation of the candidates. The City Council voted just last week to eliminate partisan elections.
Ironically,
Tuesday's city election was considered a sweep for Democrats as all candidates that were elected (except for Patek, who was elected to a position that pays $1 a year) had filed on the Democratic ballot. This is the first time in many years that all offices were filled by a single party.
Aside from the uncontested incumbents, the council will see two familiar faces returning
- those of David Moore and Pam Jarding.

Chillicothe's second ward voted
Tuesday at Turning Point Church north of town. Second ward voters had Chillicothe R-2 School Board candidates to choose, councilman-at-large, and also the second ward councilmen, which is a race between Wayne D. Cunningham and Woodrow (Fritz) Kline.

Long-time Chillicothe City Councilman Darrel Rinehart Jr. lost his bid for re-election as
councilman-at-large in Tuesday's primary election as did 1st Ward council incumbent Sid Cornell.
David Moore, who had served on the council as a councilman and as a councilman-at-large during the 1990s, won over Rinehart in
Tuesday's Democratic primary election, having received 419 votes to
Rinehart's 282 votes. Moore will face Libertarian Jeffery Curtis Foli, a former city councilman and mayor, in the
city's April general election.
In the 1st Ward, newcomer Reed Dupy won over Cornell, who was completing his first term on the council. Dupy has no opposition in the general election. Dupy received 165 votes to
Cornell's 122.
The closest race of the evening was in the 2nd Ward where Woodrow (Fritz) Kline won the Republican nomination for the council seat by capturing just four more votes than fellow Republican Jerry D. Miller. Both candidates received 55 votes that had
been cast on Tuesday; however, the absentee ballots put Kline ahead. Kline won with a total of 73 votes, compared to
Miller's 69 votes. Kline will face Democrat Wayne D. Cunningham in the
city's general election.

Chillicothe voter Ed Neptune signs in to cast his ballot in
Chillicothe's primary election today. Neptune arrived at the 1st Ward polling place (United Methodist Church) at 8:30 a.m. and was just the 30th voter to cast a ballot. Polls opened at 6 a.m. and remained open until 7 p.m.
Livingston County Clerk Sherry Parks predicted an 18 percent voter turnout in this election. There were 96 people who voted absentee.

Pam Jarding Files for 4th Ward Post

Pam Jarding, a former three-term Chillicothe city councilwoman, has declared her candidacy to reclaim her post.
Jarding, 58, filed around 9:30 Tuesday, 11/23/10, for the 4th Ward City Council post. She resides at 911 Sunnyview Drive. Jarding served in this position from 2003 until 2009 until she chose not to seek re-election.

Filing for Chillicothe city offices opened
with a flurry of activity as nine individuals paid the $20 filing fee and completed the necessary paperwork to become candidates in the 2011 municipal election.
There were six incumbents and three others who gathered at the
clerk's office at City Hall to declare their candidacies at 8 a.m. Those who file first will have their names listed at the top of the ballots if contests develop.
One primary race emerged in the opening hour and that was in the 1st Ward where Reed Dupy, 60, of 1417 Polk Street, filed his candidacy and will challenge incumbent Sid Cornell, who filed for a second term. Cornell, 73, resides at 1024 Polk Street.
A general election race is declared in the 2nd Ward where Woodrow (Fritz) Kline, 66, filed on the Republican ticket, and Cheri D. Williams, 53, filed on the Democrat ticket. Kline resides at 1910 Lakeview Drive. Williams lives at 150 W. Sioux Drive. Current 2nd Ward Councilman Maurice Zion, who has served almost continuously since 1999, confirmed with the C-T that he would not seek re-election.
No one had filed for the office of mayor as of press time; however, two-term incumbent Mayor Chuck Haney confirmed with the C-T today that he had planned to file his candidacy for a third term either later today or on Wednesday. Haney, 73, resides at 1229 Broadway.
Also filing today were incumbent Councilman-at-Large Darrel Rinehart Jr., and incumbent councilmen Tom Douglas and Paul Howard.
Rinehart, 66, is seeking his third term as councilman-at-large. He resides at 1106 Green Street and filed on the Democrat ticket. He had served as a ward councilman for 16 years between the late 1970s and the early 1990s.
Douglas, 62, is seeking his third consecutive term as 3rd Ward councilman. He resides at 216 Gale and filed on the Democrat ticket. He had served 10 years as a councilman before taking a two-year absence.
Howard, 46, is seeking his second term as 4th Ward councilman. He resides at 244 Clark Street and filed on the Republican ticket.
Also filing were incumbent City Clerk Rozanne Frampton and incumbent Auditor Theresa Kelly. Both filed for re-election. Frampton, 45, of 2001 Meadowlane, is seeking her 7th term as city clerk. She resides in the 1st Ward. Kelly, 55, of 203 Calhoun, filed for her 9th term as auditor. She resides in the 2nd Ward.
Other offices to be voted on in February are city treasurer, city attorney, and city constable
- each of which has the set salary of $1 per year.
The candidate filing period closes at 5 p.m. on
November 23.
The primary election is Tuesday,
February 8; and the general election will be Tuesday, April 5.
